Over the years Paul has worked with many of the largest federal departments, as well as with state and local governments to improve transparency and performance of government services, streamline operations, and enable strategic decision making based upon data-derived results. He has also led complex digital transformations and technology-based efforts to prevent fraud, intelligently process claims, and provide digital functionality to business users.

Paul served as a partner at Guidehouse and a Principal at Grant Thornton with responsibility for the Digital Technology and Analytics practice. Paul has worked at IBM leading their Public Sector Business Analytics and Optimization (BAO) Predictive Analytics practice, and has worked with PwC as well.

In 2023 and 2024, Paul served as Vice Chair of the Data Foundation Board of Directors.
